Report Title: Business development in Hawaii; Motion Picture, digital Media and film production tax credit.
RELATING TO BUSINESS DEVELOPMENT IN HAWAII.
Amends the motion picture, digital media, and film production tax credits to increase the tax credits to unspecified percentages and dollar amounts and to provide additional non-refundable tax credits for qualified media infrastructure projects in certain qualifying counties; provides an additional tax credit for qualified special or visual effects and animation production costs; raises the tax credit caps to unspecified amounts. Effective 7/1/2011

Please support this bill as it will benefit the entire State of Hawaii by diversifying and stimulating our economy through generating more jobs. This will cause a decrease in state unemployment and therefore an increase in the state income tax. Through providing opportunities for education and training of our youth it will provide long term opportunities for our children and grandchildren, the future of Hawai’i.

Passed Third Reading as amended in HD 2 with Representative(s) Hanohano voting aye with reservations; none voting no (0) and none excused (0). Transmitted to Senate.
Tax credits are very important in the Big Picture of media production. However as an art director and set designer/builder in Northern California for 25 years we learned that without infrastructure studios will only shoot in a particular area for the scenery.
Studios and especially sound stages are necessary for production and since the only major studio on Oahu is operated by the state I believe that government could also do a lot to encourage the development of alternative spaces through creative zoning and conversion of abandoned or under used buildings.
Depending on Tourism as a main industry is very risky. I believe that media production and high tech industries can grow business and (tax revenues) in Hawaii in ways that tourism will never be able to do.
Let's stop the brain drain and find ways to put local folks to work in industries of the future and not keep creating situation where they will either leave the islands or settle for unfulfilling or unproductive occupations.

Elizabeth, this is very well written. Thank you for sharing the truth so poignantly.. I hope this encourages everyone to take action, write our Legislator's and make it to the Capitol tomorrow at 3....whatever it takes! This is an incredible opportunity that will not happen again.. don't let it pass us by. Hawaii needs this!
